21/10/2022 - Traffic Regulation Order (TRO) Davies Street inclusion in “H3” Resident Permit Zone ref: 1560    Recommendations Approved

The council agreed to the promote a Traffic Regulation Order seeking to incorporate Davies Street residents into the wider H3 Resident Permit Zone (RPZ) to enable eligible residents to park vehicles in the controlled RPZ road space.
The council responded to the submission of a petition - demonstrating majority support by Davies Street residents - requesting inclusion in the H3 RPZ. The proposal was fully supported by East Herts ward Members.
One objection to the TRO proposal was considered by officers who assessed the perceived impacts associated with including Davies Street (in the context of displacement of connected vehicles into the wider “H3” RPZ) as minimal and unlikely to affect the objector.

20/10/2022 - Road Closure - Sawbridgeworth Christmas Fayre ref: 1559    Recommendations Approved

Request for road closure for the Sawbridgeworth Christmas Fayre.

The tenant has requested consent to extend their building. Under the terms of the lease the landlord may not unreasonably withhold consent for alterations. We do not see any reason to object to the tenant’s request.

The current lease is due to expire, terms have been agreed with the existing tenant to grant a new lease which will maintain rental income until property is required for redevelopment.

21/07/2022 - Licence for Consent to Assign Lease for Land adjacent to 16 Welwyn Road, Hertford ref: 1538    Recommendations Approved

The Council granted a 99 year lease in 1981 for the use of land adjacent to 16 Welwyn Road for granted purposes in conjunction with the occupation of 16 Welwyn Road. The Tenant is now deceased and probate has been granted to the the Tenant's daughter who has requested that the Council grant consent for the lease to be assigned to her. The lease allows for the lease to be assigned subject to obtaining the Council approval, such approval not to be unreasonably withheld.
The purpose of the report is to see approval for the Council to provide consent by way of licence for the assignment.

23/06/2022 - 19 Birch Green – Deed of Variation for Permitted Use ref: 1529    Recommendations Approved

To enable the business to continue operating. The current business model is no longer financially viable due to increasing costs. The tenant has sourced grant funding for the new community use in order to ensure the rent is paid for a further year with an option for further funding for the remainder of the lease (term expires August 2024) if the model proves successful.
