Hertfordshire County Council (HCC), as the top
tier authority in the county, has received government funding from
the national Local Electric Vehicle Infrastructure (LEVI) programme
to promote the installation of e-vehicle chargers across the
county. The funding is predicated on HCC working with the
districts. The requirement of the districts is to support HCC to
collate data, procure a provider or providers, identify locations
for installation and oversee the performance of the provider.
East Herts Council is already letting a concession contract for the
installation, management and maintenance of e-vehicle chargers in
its own car parks. Thus, the council has required that the HCC-led
LEVI programme focuses on complementary on-street charger provision
in East Herts.
The signing of the collaboration agreement with HCC - available
from the Director for Communities - does not, of itself, confer any
financial liabilities on the council, rather, the council is
agreeing to assist HCC (other than financially) in the procurement
an e-vehicle charger provider install chargers at on-street
locations across the district. In providing advice and guidance on
this, the council will have regard to the location of chargers
provided under its own concession contract and any other
information relating to demand and supply in the district.
This is non-key decision as it does not meet the definition of a
key decision at paragraph 4.18.2 of the council's
Constitution.
The Director for Communities is making this decision under
authority delegated at paragraph 10.16.29 of the council's
Constitution 'to make arrangements to promote environmental
sustainability and reduce carbon emissions within the council and
throughout the district.
Signature by East Herts Council of the
collaboration agreement with Hertfordshire County Council (HCC) to
enable East Herts Council to support, without use of the council's
finances, HCC to procure a suitably qualified provider to install,
manage and maintenance on-street e-vehicle chargers in East Herts
as part of the procurement lot covering Broxbourne, East Herts and
Stevenage.
Option 1 - Not enter into a collaboration
agreement with Hertfordshire County Council (HCC). NOT RECOMMENDED
as this would preclude HCC being able to use LEVI funding to
install e-vehicle chargers in East Herts.
Option 2 - Not sign the collaboration agreement without amendments.
NOT RECOMMENDED as East Herts Council officers working on
sustainability and within the council's Legal team have proposed a
series of amendments to HCC during the drafting of the agreement
with the view to protecting the council's and East Herts'
residents' interested. HCC have incorporated all amendments to
council officers' satisfaction, thus, it is not considered that any
further amendments are required prior to signing.
Option 3 - Sign the collaboration agreement. RECOMMENDED so as to
enable the residents of East Herts to benefit from the installation
of on-street chargers supported through the LEVI
programme.
