Purpose:

It is imperative that the council regularly reviews its policies and procedures relating to emergency planning as is required by the Civil Contingencies Act 2004 and associated guidance.

Paragraph 10.16.25 of the council's Constitution delegates authority to the Head of Housing and Health 'To be responsible for emergency planning matters'.

Decision:

Approval of a fully revised Emergency Plan for East Herts Council.

Alternative options considered:

Option 1 - Retain the existing version of the emergency plan. NOT RECOMMENDED because this would not include more recent changes in the arrangements of the council and its key partners, notably the Resilience Team at Hertfordshire County Council and the police.
Option 2 - Approve the revised emergency plan for the reasons listed in the decision report.
