Purpose:

MP Smarter Travel were selected via a competitive process in line with the council's Procurement Regulations to prepare a bid to Defra's Air Quality Grant programme for 2022/23 and, if successful, deliver the programme. The bid for £126k was successful. This report records the decision to proceed to appoint MP Smarter Travel to now deliver the project.

Decision:

Acceptance of a grant of £126k from Defra for active travel planning in the council's three Air Quality Management Areas and appoint MP Smarter Travel to conduct the necessary work.

Alternative options considered:

Option 1 - East Herts Council doesn't accept the £126k grant from Defra. NOT RECOMMENDED as this would deprive the council of the abilty to deliver a significant active travel programme in its three Air Quality Management Areas.
Option 2 - accept the funding and enter into a contract with MP Smarter Travel to deliver the programme. RECOMMENDED There will be no cost to the council of this approach, apart from in kind officer time, as the programme is fully funded by Defra.
