Purpose:

The Pinehurst Tenants association and Ward Councillors from Kingsmead Ward have requested that Active in the Community CIC take a more prominent role in this East Herts owned Community Hall. Ongoing attempts to get a lease granted to the Pinehurst Tenants association has remained fruitless and volunteers in the association have stepped away. This full repairing lease enables Active in the Community to take over the running of the the hall from the Council and tenants association. With the aim to increase its availability for use by the local community and to try to bring in external funding to improve the facilities. Active in the community have a good track record having taken over the Keynton Court former Scout Herts in Sele farm and have had success in running this as a community hub.

Decision:

The Head of Strategic Finance and Property, acting under delegated authority contained in paragraph 10.13.16 of the Council's Constitution has decided to enter into a new full repairing lease with Active in the Community CIC for the Pinehurst Community Centre.

Alternative options considered:

Option 1 - Let the Hall to Active in the Community CIC
Option 2 - Do nothing - leaves the hall with the tenants association and continued repair costs for the council.
Option 3 -Take the Hall back from the tenants association - leave East Herts in full control of all costs and trying to manage a hall and the hall users.
