1. To approve as a correct record and authorise the Chairman to sign the Minutes of the Council meeting held on 25 June 2003.

2. To receive any announcements which the Chairman may wish to make.

3. To receive any Members' declarations of interest.

4. To receive any petitions.

5. To receive any public questions.

6. To receive any Members' questions.

7. To receive a report from the Leader of the Council, and where necessary, approve the together with Appendix A and Appendix B

8. To receive, and where necessary approve, the Minutes of the following Committees:

(A) Development Control Committee – 18 June 2003

(C) Policy Development Scrutiny Committee - 9 July 2003.

9. To consider Motions on Notice.

(A) European Constitution - Referendum

(1) That this Council notes the proposed European Constitution being prepared by the European Convention will have huge implications for East Hertfordshire District Council. The Constitution will give the European Union 'shared competence' over home affairs, transport, energy, social policy, economic and social cohesion, consumer protection and the environment, meaning overall more legislation and guidance binding on local government will be decided at a European rather than a national level.

(2) That given the Government has used referendums to approve other constitutional change affecting local and national government, including establishing regional assemblies and directly-elected mayors, this council believes the people of East Hertfordshire should be able to have their say on these constitutional changes in a referendum.

(3) This Council therefore resolves to make a formal written submission to the Prime Minister, supporting calls for a national referendum on the proposed European Constitution.

10. To receive a joint report of Officers, "Staff Restructuring and Redundancies "  Appendix A

Note - Appendices 'B' and 'C' of this report contain confidential information and have been circulated to Members and Executive Directors only. Should Members wish to discuss these parts of the report in any detail, then it may be necessary for the Council to pass a resolution, under paragraph 1, Section 100(A)(4) of the Local Government Act 1972, that the press and public be excluded from the meeting.
