1. To approve as a correct record and authorise the Chairman to sign the Minutes of the Council meeting held on 1 October 2003.

2. To receive any announcements which the Chairman may wish to make.

3. To receive any Members' declarations of interest.

4. To receive any petitions.

(A) Parking Places Order - Sawbridgeworth

A petition containing 445 signatures has been received as follows:

'I object to the abolition of long term parking and/or the introduction of charges in the Bell Street, Sawbridgeworth car park.'

(B) Parking Places Order – Bishop's Stortford

A petition containing 74 signatures has been received as follows:

'We the undersigned employees of Pearsons object to the proposed changes to car parks and subsequent charging in Bishop's Stortford.'

(C) Parking Places Order – Bishop's Stortford

A petition containing 66 signatures has been received as follows:

'We, the undersigned, object to the East Hertfordshire District Council's plan to re-designate The Causeway, Jackson Square, Apton Road, Basbow Lane and part of Crown Terrace Car Park as short stay and Northgate End as Long Stay car parking, on the grounds that there will be inadequate long stay car parking in Bishop's Stortford.'

(D) Parking Places Order - Sawbridgeworth

A petition containing 51 signatures has been received as follows:

'IDA Nurseries Ltd t/as Little Angels are requesting the Council consider a 15 minute free parking facility to allow parents to drop-off and collect children from the nursery. Also, we are asking the Council to consider the extra cost that this will mean to the staff working at the nursery and if a discount can be made available to nursery employees.'

9. To consider Motions on Notice.

(A) Education Funding

'This Council is very concerned at the shortfall in funding facing the 83 schools in East Herts in particular, and schools in Hertfordshire as a whole. This shortfall could amount to £25m, the equivalent of 600 teachers across Hertfordshire. Any reduction in the quality of local education will have a knock on effect on the well being of the local community which this Council finds unacceptable. We call upon the Secretary of State for Education to recognise the funding issues faced by our schools and ensure that our schools are fully funded in the next financial year.'
