The purpose of this report is to seek delegated authority for the grant of a lease to Hertford Cycle Hub CIC at Hartham Common, Hertford on terms agreed by officers. The site is located on the western boundary of the Council's ownership at Hartham Common bounded by the River Beane, a children's nursery and the remainder of the Common. The site does not currently form any part of the recreational activities being slightly tucked away and so this proposal would bring the land into a good use further expanding facilities available to the public and supporting the Council's objectives for its parks and open spaces.
