The following matters are of particular concern:
1. The unjustified proposed number of homes - 171 vs the number
contained in the District Plan of around 100.
2. The heights and massing of the development, especially
considering its sensitive location in the town's conservation area
and its proximity to and impacts on many historic buildings, etc.
such as Waytemore Castle mound, Coopers, Water Lane, North Street
and St Michael's church, etc,, most of which are no more than 3
storeys in height
3. The development's compliance with the vision and objectives
specified in the Supplementary Planning Document, especially its
provision of a '... mixture of uses that contribute to the vibrancy
of Bishop’s Stortford and complements the uniqueness of this
historic market town.'
4. The limited parking on the site, especially if there is to be a
health hub at the northern end.
5. The use of 2028 as the future year for transport modelling
purposes as Old River Lane and other major housing developments in
Bishop’s Stortford will probably not have been completed and
occupied by then.
6. The lack of information on the development's likely
environmental footprint, including the demolition of Charringtons
House and the sustainable transport elements.
7. The Development Management Committee should meet in Bishop's
Stortford when it considers the application.
