The current tenant’s business use is no longer viable, and they wish to assign the lease to a local business. The proposed assignee will be backed by a personal guarantor. The lease is for a short-term expiring in August 2024.
The current permitted use in the lease does not include the additional uses required.

03/03/2023 - Appointment of contractor to deliver active travel programme in the council's Air Quality Management Areas ref: 1599    Recommendations Approved

MP Smarter Travel were selected via a competitive process in line with the council's Procurement Regulations to prepare a bid to Defra's Air Quality Grant programme for 2022/23 and, if successful, deliver the programme. The bid for £126k was successful. This report records the decision to proceed to appoint MP Smarter Travel to now deliver the project.

24/03/2023 - Creation and issuing of ordinary shares by Millstream Property Investments Ltd ref: 1597    Recommendations Approved

Millstream has requested the permission of its shareholder (the council) to create and issue ordinary shares in the company. It is the company’s intention to sell all the shares created to the council, with the proceeds of this sale being used to pay off the company’s shareholder loans owed to the council. This is a mechanism specifically designed in consultation with the council’s Head of Strategic Finance and Property to more clearly delineate the Millstream’s funding from equity (that is, shares held by the council) and debt (that is, loans taken out from the council). While this change has no impact on the cashflows to the council emanating from Millstream’s activities, it will simplify Millstream’s accounts

22/03/2023 - Approval of the Collaborative Agreement with North Herts District Council for the Shared Waste service contract Procurement ref: 1598    Recommendations Approved

East and North Herts District Councils are embarking on a new tender for the shared waste contract. In order to protect the interests of both parties and clarify roles and responsibilities an updated interim agreement (now known as the Collaborative Agreement) has been developed for the duration of the procurement period. This document has now been completed with contributions from a number of officers.
