Purpose:

High Wych Parish Council have requested to erect an ornate village sign representing historic links to the village surrounded by a planter base and seating recess on amenity land which is under the ownership of East Hertfordshire District Council.
The sign is to be located at the junction of Broadfields and High Wych Road, High Wych, Herts and will measure approximately 14 M SQ.
It is proposed to offer a Licence for Works for the construction of the structure and a lease for a term of 20 years at a peppercorn rent.
The parish council will be responsible for the construction and full maintenance of the structure throughout the term and will cover the full councils legal costs for the agreements.
A proposed elevation plan and location plan is attached.

Decision:

Acting under delegated authority in Section 10 Paragraph 10.13.16 of the Constitution has decided to grant to High Wych Parish Council a Licence for Works and 20 year lease for a village sign to be sited on East Herts District Council Amenity Land.

The Executive and Local Member were consulted and supported granting the request and following this agreement the Head of Strategic Finance & Property has been minded to choose the option to grant the request.
