- the Government announcement that Leisure Centres may re-open from 25 July 2020 was made with short notice;
- the leisure company require financial support in order to be able to open on that date, to bridge the income gap;
- delay in providing such financial support would risk losing customers to competitors;
- a loan is therefore required as a matter of urgency.

Explanation of anticipated restriction:
The public interest in publishing the commercially sensitive financial information of the company to which the loan is to be made is outweighed by the fact that disclosure would be likely to undermine confidence in the Council as a current and future business partner.
