The purpose of this report is to seek delegated authority for the grant of a lease to Hertford Cycle Hub CIC at Hartham Common, Hertford on terms agreed by officers. The site is located on the western boundary of the Council's ownership at Hartham Common bounded by the River Beane, a children's nursery and the remainder of the Common. The site does not currently form any part of the recreational activities being slightly tucked away and so this proposal would bring the land into a good use further expanding facilities available to the public and supporting the Council's objectives for its parks and open spaces. The Head of Strategic Finance & Property Head of Strategic Finance and Property acting under authority delegated within Section 10 paragraph 10.13.16 of the council’s Constitution relating to the letting of property has decided to grant a 10 year lease for land at Hartham Common, Hertford for the teaching of cycling skills and other cycling related recreational uses at a rent of £400 per annum to Hertford Cycle Hub CIC.

Alternative options considered:

Option 1 - An alternative site was purposed by the Tenant but was discounted as being too close to an existing recently upgraded play area.
